Ron is also Weasley but Bill and Charlie are Snape ("grew up talking back to theri godfather"; there seems to be some inconsistency here. Secondly, you incorrectly have Seamus call himself "Godfather" (and this after mentioning Ron's unsuccessful attempt to change Godmother). Happily, most of those aren't inconsistent - not really.
All of Molly and Arthur's children were adopted by Snape when he married Molly, hence Bill, Charlie and Ginny Snape (and Fred, George and Percy, too).
Ron, however, is a distant cousin - at least in this universe - and therefore is still Weasley.
Seamus is the best of the One Wish operatives, and therefore gets a little bit of leeway about what he calls himself. Ron is not, and therefore does not
As for Molly... Well, my bad - but if you'd care to imagine that she occasionally slips and refers to herself as Weasley, well, that's me off the hook
