A) Neither Hermione nor Tonks got the Bubble-head charm working in time; Hermione because she was more interested in the ingredients of the potion than in defending against it, and Tonks because she didn't have the practice the others got during the year of OTP.
B) I have tried to write Snape's (small) part so that you can argue it either way. | aschowin
